GCR was a key part of a team selected to develop a comprehensive master plan update for the Baton Rouge Metropolitan Airport.
This master plan, which addressed all aspects of facility improvements, was subsequently updated by the team following the events of Hurricane Katrina and its affect on operations. GCR, who was responsible for airfield and terminal planning and overall facility requirements of the plan, developed numerous scenarios for runway lengthening in a constrained environment. The preferred alternative includes the relocation of roadways, acquisition of commercial facilities, relocation and covering of drainage structures and fences, and includes the implementation of a CAT II Instrument Landing System (ILS) and related ALSF-II approach lighting system.
Following the acceptance of the master plan by the FAA, GCR helped develop the environmental assessment for the runway extension. The EA studied near-term implementation of projects including providing FAA-required runway safety area (RSA) on runway 4L-22R, extension of runway 4L-22R to 7,500 feet, and the upgrade of runway 22R instrument landing system to Category II. The environmental assessment for runway 4L/22R extension was completed in November 2004, and a Finding of No Significant Impact (FONSI) was issued in December 2004.
